Valley Transportation Plan 2035 (VTP 2035) Update Process

The Valley Transportation Authority periodically updates its 25-year countywide long-range transportation plan know as the Valley Transportation Plan. The schedule for these updates coincides with the Metropolitan Transportation Commission’s update of the development of the Regional Transportation Plan (RTP). The last plan, VTP 2030, was adopted by the VTA Board of Directors in February 2005. Efforts related to the current update, VTP 2035, have been under development since May 2007, generally tracking on schedule slightly in advance of development of the RTP.

The projects contained in the VTP serve as the county’s input to the RTP process. In September 2007, VTA issued a VTP call-for-projects to local jurisdictions, agencies, and project sponsors with a 3-month submittal period concluding in mid-December 2007. In February 2008, a series of public meeting were held countywide to solicit public comment on the draft projects lists and the VTP process in general. At its March meeting, in response to MTC’s call-for-RTP projects, the VTA Board of Directors approved a list of VTP 2035 capital projects for submittal to MTC for inclusion in the RTP covering six major program areas: Transit, Highways, Expressways, Local Streets, Intelligent Transportation Systems and Bicycles. These project lists were divided into financially constrained (constrained by assumptions for funding that can reasonably be expected to be available over the 25-year plan timeframe) and unconstrained (projects that fall outside the funding assumptions) lists.
